In "Progress in Breeding Hardy Roses," Isabella Preston says,

Millicent, (R. rubrifolia X R. Harisonii [sic]), having such hardy parents, should be hardy and vigorous but unfortunately it is a very poor grower. The color of the semi-double flowers can be described as Light Coral Red fading to Flesh Pink and they are very dainty and attractive. They [show] up well against the small dark foliage and reddish stems.

In "Central Canadian Rose-Breeding, by Isabella Preston, "R. rubrifolia x R. Harisoni produced one attractive seedling which has been named Millicent. Its foliage is dark green, but has reddish brown veins which make it unusual. The bush on its own roots is not very vigorous, but perhaps a suitable understock may improve that. Flowers have several extra petals and are light coral-red, fading to flesh-pink."
