Thanks Anthony. Simon Voorwinde in Tasmania has also noted the taller size. We are now showing the height as a min of 20cm to a max of 120cm, with an odd width now of 20cm.

Update on this rose. It's pretty healthy here until about mid-season BUT is no longer a mini-flora. When planted in the ground in a zone 9B garden it transforms into a standard sized rose. It is over 1m tall with leaves the size of regular floribunda or HT. Flowers reach nearly 12-15cm across. Upright and just like a HT. Nothing 'mini' about it.

Info to update the parentage. This is a quote from the U.S. Patent:
"The present invention constitutes a new and distinct variety of miniature rose plant which originated from a controlled crossing between the female seed parent `Poulhi008` described in illustrated in U.S. Plant Pat. No. 15,722, and the male pollen parent, an unnamed seedling. "
Poulhi008 (shown here: http://helpmefind.com/plant/pl.php?n=38917) is also known as Tiffany Hit and Tiffany Victory.
