Bloom:
Rose-pink, blue shading, copper center, lighter edges, ages to crimson .  Moderate fragrance.  Average diameter 2.75".  Medium, double (17-25 petals), cupped-to-flat bloom form.  Blooms in flushes throughout the season.  
Habit:
Armed with thorns / prickles.  Matte, grey-green foliage.  

Height: 4' to 10' (120 to 305cm).  Width: 3' to 10' (90 to 305cm).
Growing:
USDA zone 6b through 9b (default).  Can be used for cut flower, garden or landscape.  Vigorous.  Disease susceptibility: disease resistant.

In Gardening with Old Roses, p. 30, Alan Sinclair and Rosemary Thodey say that Archduke Joseph is sold and grown in New Zealand under the name 'Monsieur Tillier'...
