Commendator Antonio Anfossi, from Genoa, was a guest accompanying Gr. Uff. Alessandro Brizi, Direttore Generale dell’Agricoltura, in his visit to the Stazione Sperimentale. In the absence of Mario Calvino, they were greated by Prof.ssa Eva Mameli Calvino. In that occasion, to remember the visit, a new carnation and a new rose were dedicated to both the distinguished guests. (Costa azzurra agricola floreale, 1928-1929)

This is the description given in Technical Report 1932 p6: Double, very vigorous, resistant to mildew. The parantage is unknown, one of the products of the 1925 sowing.

I doubt that you are right about the dedication. This A(ntonio) Anfossi was a Ligurian sugar magnate of the period of this rose's creation and Calvino, head of the Stazione Sperimentale, himself an expert in sugar, will have jnown him personally.
