Origin:
Bred by Raymond J. Evison (United Kingdom, circa 1989).
Introduced in United Kingdom by Guernsey Clematis Nursery in circa 1989 as 'Blue Dancer'.
Class:
Alpina Group, Atragene Group, Early Small Flowered, Group 1.  
Bloom:
Blue.  4 petals.  Average diameter 3".  Single, nodding bloom form.  Mid-to-late spring.  
Habit:

Height: 8' to 10' (245 to 305cm).  
Growing:
USDA zone 3b through 9b.  Plant in sun or partial shade.  Suitable for growing in a container.  No pruning required.  Shape or tidy up the plant AFTER flowering is finished.  It blooms on the previous year's growth, so resist the urge to prune it in early spring.
